Asbestos Removal Before Demolition in Ballarat

Whatever you are pulling down in Ballarat, whether a whole house, an extension, a fibro garage or a shopfront fit-out, the asbestos question has to be answered before machines arrive. Victorian law sets the order: identify the asbestos, remove it where reasonably practicable, get a clearance, then demolish. Doing it in any other order spreads fibres through the demolition waste, contaminates the site, and can turn a routine job into an expensive clean-up.

Ballarat Demolition Service is a referral service. We connect owners with independent demolition businesses that are registered for the work and either licensed for asbestos removal or working with a licensed removalist. We do not remove asbestos ourselves, and nothing here replaces advice from a licensed professional.

Why Ballarat buildings are likely candidates

Asbestos-containing building products were widely used in Australia until the late 1980s and were banned outright from the end of 2003. Ballarat grew strongly through the post-war decades, and suburbs such as Wendouree, Sebastopol, Redan, Delacombe and parts of Ballarat North have many homes from that period. Even older Victorian and Edwardian houses often received mid-century additions, such as sleep-outs, laundries and enclosed verandahs, built with asbestos-cement sheet.

Places to suspect include:

  • fibro wall and eave linings, especially on additions;
  • wet-area sheeting behind tiles;
  • vinyl floor tiles and their adhesive;
  • corrugated asbestos-cement roofs on garages and sheds;
  • flue pipes, fireplace and heater surrounds;
  • electrical meter boards;
  • lagging on old pipes or boilers (friable, so higher risk);
  • fill or broken fragments buried on site from earlier work.

You cannot tell by looking. Only laboratory testing confirms it, so a survey or sampling is the right first step.

What the Victorian rules require

Under the Occupational Health and Safety Regulations 2017, the person who has management or control of domestic demolition must, so far as reasonably practicable, identify asbestos likely to be disturbed and ensure it is removed before demolition. WorkSafe Victoria sets the licensing thresholds:

  • Up to 10 square metres of non-friable asbestos can be removed without a licence, if the work is done safely and the total time is no more than one hour in any seven days. That suits small, contained areas, not whole-house jobs.
  • More than 10 square metres of non-friable asbestos requires a licensed removalist (Class B or A).
  • Any friable asbestos, such as lagging or damaged material, requires a Class A licensed removalist.

Licensed removalists must notify WorkSafe before work begins, and the area must pass a clearance inspection afterwards before demolition proceeds.

Order of works on a Ballarat demolition

  1. Survey or testing. Sampling of suspect materials across all structures in scope.
  2. Removal scope and quote. Itemised by area, type and quantity.
  3. Notification and preparation. Exclusion zones, signage and plastic sheeting as required.
  4. Removal. Wet methods, careful handling and double wrapping of waste.
  5. Disposal. Transport to a facility licensed to accept asbestos waste, with dockets kept.
  6. Clearance. Visual inspection and, where needed, air monitoring, with a written certificate.
  7. Demolition. The structure comes down only after clearance.

Choosing between a combined quote and separate contractors

Some Ballarat demolishers hold an asbestos licence and price removal with the demolition. Others subcontract or ask you to engage a removalist separately. A single contract is simpler to manage. Separate contracts can give you more visibility of each cost. Either way, insist that the asbestos quantities and locations are written down, and ask what happens if more asbestos is found once wall linings come off. That is a common source of variations.

Neighbours and shared fences

Fibro dividing fences are common in older Ballarat streets. If a shared fence contains asbestos and will be affected, talk with your neighbour early. Fencing law in Victoria covers shared costs, and asbestos fences should be removed by someone competent and with the right licence for the quantity.

Cost guidance

Asbestos removal is quoted separately or as a line item. Australian 2026 guides report a wide range, from a few thousand dollars for a small fibro shed to well above $10,000 for extensive house sheeting. Friable material costs far more again. Testing beforehand is usually a modest cost compared with an unplanned variation mid-job.

Keeping records

Keep the asbestos survey, removal control plan, disposal dockets and clearance certificate together with your building permit documents. Your building surveyor, builder, insurer and a future buyer may all ask for them, and they show that the site was cleared in the right order.

Frequently asked questions

Do I need an asbestos survey before demolishing in Ballarat?

Victorian rules require asbestos likely to be disturbed to be identified first. A survey or sampling by a competent person is the usual way to do that for a house or commercial building.

Can I remove fibro myself before the demolisher arrives?

Only small amounts of non-friable asbestos (up to 10 square metres, within the time limits) can be removed without a licence. Anything larger, or any friable material, must be removed by a licensed removalist.

What is a clearance certificate?

It is a written statement from a competent independent person that the asbestos removal area has been inspected and is safe for the next stage of work.

Where does the asbestos waste go?

It goes to a facility licensed to accept it. The contractor should provide disposal dockets.

What if asbestos is found during demolition?

Work in that area should stop, the material should be assessed, and a licensed removalist should deal with it before demolition resumes.

Does an asbestos roof change the demolition cost much?

Usually. Roof sheeting is often the largest single asbestos item on a house or garage.

Next step

Tell us what you are demolishing, when it was built, and whether you already have an asbestos report. With your consent, we will refer you to a registered demolisher who can include or coordinate licensed removal in Ballarat.

If you already have an asbestos register or a previous test result for the property, include it. A demolisher or removalist can then tell you quickly whether a fresh survey is needed, and price removal on known quantities rather than estimates.
